County Problem Alpine 02 Voter history lists 2 people having voted at polling place, yet county is all VBM. Per Teola L. Tremayne, those two voters were provisional and voted at the voting center ***USED AS IS*** Imperial 13 Total votes in county SOV do not equal those listed in SOS SOV: "Imperial County had a two card ballot for the June 5, 2018 Primary Election. Imperial’s Voter Turnout reported in the SOS SOV (19,443) is based on the B card. 19,443 voters submitted ballots as listed in Imperial’s Election Summary Report, Official Final Reported Amended, dated 6/27/2018, that is listed on Imperial’s website (I’m attaching it here in this email). Not every voter voted every contest on the B card or the A card. This is reflected in Imperial’s SOV (ballots cast = 18,834). The Imperial County SOV does not reflect the undervotes. I believe the SOV that Imperial provided you is correct but this is the reason there’s a discrepancy between the SOS SOV turnout and the ballots cast in Imperials precinct level SOV report." - Cathy Kelly, SOS (10/4/2018) ***USED AS IS*** Merced 24 Voter history VBM and Poll votes don't agree with SOS VBM/Poll votes: "Our numbers differ because we place our mail ballot precinct results into Election Day and not VBM. The state must be categorizing VPH for mail ballot voters as VBM instead of Election Day" Marina Ortega (3/14/2019) ***USED AS IS*** Napa 28 SOS has 4 precinct voters but county says they are all MB. "The SOS determined that we (VCA Counties) are to offer voters a “regular ballot” and their interpretation of that was a ballot not having to be placed in an envelope. So, in accordance, we created a special roster for those voters, because we still have to capture their signature, and had them put their ballots in a “live ballot” box because they needed different security and treatment not having an envelope. We had to track those voters who did that, so the 4 voters that you see are those 4 “live” voters." - per Lisa Williams. ***USED AS IS*** SOV turnout is 38,282 while the SOS has 37,525. "The discrepancy comes from a few issues, but essentially, I sent you the wrong report. We had a 2 card ballot, which complicates the way results are reported and published to begin with, but the root of the issue came from duplicating 757 damaged ballots on a new piece of equipment, our ICX’s, and not realizing the way the ICX would return the data. Damaged ballots don’t always come in a complete set, and after ballots have been counted, the sets are mixed up, so when we duplicated damaged ballots, we duplicated each card individually. The problem that we did not foresee was that each card then was essentially counted as a whole ballot which caused our totals to aggregate 757 more votes than it should have. After realizing the problem, we corrected the data, which is reflected in the canvass submitted to the SOS. The canvass reporting 37,525 is accurate and should have been what you received." ***USED AS IS *** San Diego 37 rg precinct 704590.0 has only two people in it and is not on the map. Sent an email to Svetlana ***USED AS IS*** Shasta 45 County SOV has 46,724 voters but SOS SOV has 46,829. Similar issue to Imperial - two card ballot but while they send the highest count to SOS, they can only report on the A card (which is lower) - per Joanna Francescut. ***USED AS IS*** Solano 48 Prec/dist file shows rgprec 49788 in AD 11 but map and block district file show it in AD 4. Notified county, they have corrected for future elections ***USED AS IS*** Tehama 52 County SOV has 3722 polling place voters while SOS has 3758. "The reason there is a difference is because of the way the system counts A and B cards. The total number of ballots cast should be pulled from the US Rep contest of 14,733. This includes all cards counted meaning when a voter only returned a B card and not an A card. The image cast system only counts an “a” card in regards to total number of registered voters who cast a ballot. When in fact in June we had 36 voters who only returned a “B” card therefore the total ballots cast is off by 36 voters and is truly 14733. - per Jennifer Vise 1/4/2019 ***USED AS IS*** Ventura 56 a zero voter rgprec (008628) from SD 19 was consolidated into 08620 (SD 27).
