Cecilia believes it’s due to the University: 121010 has 713 less registered voters in the reg file as compared to the SOV 121013 has 679 more registered voters in the reg file as compared to the SOV 365025 has 572 more registered voters in the reg file as compared to the SOV 365029 has 571 less registered voters in the reg file as compared to the SOV ***USED AS IS*** Lassen 18 SOV listed precinct 506 as being unsplit though consol file shows it as being split across MB37 and MB53. The county SOV (and their website) reports 164065 poll voters and 830162 vbm voters for a total of 994227. Justin Berardino from the county said that the county SOV numbers are the correct ones ***USED AS IS*** Two reg precs are in the SOS reg file but not in the SOS precinct district file - 14084, 68367. Michael Lopez, deputy county registrar said that they are inactive precincts and would not be included in the consolidations and that a consolidation shapefile was not available. ***USED AS IS*** Sonoma 49 svprec 110057 has 14 reg but 122 voters in SOV. Response from Jeannine Paul, information systems for Sonoma: “After our ballot typing was done, and ballots had already been printed and were out in the mailboxes of voters, an error was discovered with Assembly District 12 and Assembly District 2, which impacted precincts 110057 and 110058. In order to correct it at that point in the election, we issued 2nd ballots to people who were in precinct 110057 and were incorrectly assigned to Assembly District 12 a ballot with Assembly District 2, which is the District they should have been assigned to. As we could not correct the ballot typing at that point, the ballots we issued to these specific voters that were in precinct 110057 was a precinct 110058 ballot, which had all the same contests except the Assembly District. This was the only way to get these voters the correct Assembly District. We also issued 2nd ballots to people who were in precinct 110058 and were incorrectly assigned to Assembly District 2 a ballot with Assembly District 12, which is the District they should have been assigned to. The ballots we issued to these specific voters that were in precinct 110058 was a precinct 110057 ballot, which had all the same contests except the Assembly District. The voters received the correct contests by doing the 2nd issue ballots, but in order to do so, we had to send voters in these two precincts a DIFFERENT precinct ballot in order to get them the correct Assembly District. ***USED AS IS*** Tehama 52 0 registration precincts were not in the consolidation file. After multiple attempts to get something from the county, Cecilia combined them with other contiguous rgprecs in the rr file ***COMBINED IN RR FILE” Tulare 54 According to the consol file (EWMJ015_RegPctVotPctXref.txt), election/voting precinct 3998002 is composed of registration precincts 3990027, 3990028, 3990030, 3990037, 3990042, 3990048, 3990052, 3990055, 3990063, 3990064, 3990067, 3990068, 3990069, 3990082, 3990083 and 3990088. The SOV shows that svprec 3998002 voted in CD 20 only. Basically, it looks like they consolidated across congressional district lines. According to their precinct district file (EWMJ055_DistBalTypePctXrefExtract_2022GEN_20221128_143318.txt), election/voting precinct 3998002 is split between CD 20 and CD 21 with registration precincts 3990082 and 3990083 in CD 21 and the rest in CD 20. Response from Stephanie Hill, systems analyst for the county: There was an issue they had with redistricting which they had not noticed up until the election: In one area after ballots were printed, voters called and noticed they received a ballot from the 21st congressional district when the voter noted that they were originally in the 20th. Because there was no ballot type that was specifically designed for afflicted voters: They then sent afflicted voters the 20th congressional district ballot and a flyer accounting for the mistake. They have 237 ballot types. Stephanie noted that "they were far deep in the process and they could not make new district changes during the election and pre-certification." After certification, they started to fix the mistakes. I believe that they are currently doing so as well. Stephanie noted that there were "A lot of changes to precincts due to redistricting." There were 122 voters that were sent the wrong ballot. There was a similar issue with reg precinct 4990349 and consolidated precinct 4998008 ***USED AS IS*** Tuolumne 55 svprec 3007 has 4 voters/no registered voters and no associated rgprec. Debi Bautista from the county said that it was due to a district problem She said that the originally assigned rgprec 3016.03 was now consolidated with 3004.
