Description:	This file contains statewide registration data for registered voters that voted by forced mail ballot.  

Unit of analysis: RR precincts are derived from consolidated registration precincts and are a geographic unit constructed for statistical merging purposes by the Statewide Database.

Errata 1:  Notes on discrepancies in the reported totals in the vote method absentees, mailballot and poll voters files. 

The reporting of the forced mail ballot vote and absentee mail ballot vote varies by county. Some counties report forced mail ballot voters separately from the absentee ballot voters while other counties allocate and report their forced mail ballot voters with the precinct voters.

063 - Plumas has a record of only 379 mail ballot voters. The remainder of the VBM voters are in the absentees file.
