Description:	This file contains statewide registration data for registered voters that voted by forced mail ballot.  

Unit of analysis: RR precincts are derived from consolidated registration precincts and are a geographic unit constructed for statistical merging purposes by the Statewide Database.

Data user notes:

Note 1. There are discrepancies in the reported totals in the Statewide Database vote method files for the absentee, mail-ballot and poll voters.

The reporting of the forced vote-by-mail ballot voters and vote-by-mail ballots cast by choice by absentee voters varies by county and election. 

Some counties are able to report the forced vote-by-mail ballots separately from the vote-by-mail ballots cast by absentee voters. 

Other counties are not able to do this and report all of their vote-by-mail ballots as one without distinguishing between forced and 
absentee vote-by-mail voters; or they report their forced vote-by-mail voters as precinct voters resulting in these voters being reported in the 
Statewide Database's poll voters file instead of the absentees or mail-ballot files.
