WIREADME.txt explains the layout of WI.xls, WI.csv and WI.zip (xls is the Microsoft Excel
version, csv is the comma separated variable version, and zip is the zipped version of the .csv
version and this readme file).

STFIPS is the State FIPS Code (55 for Wisconsin).
CTYFIPS is the County FIPS Code.
COUNTY is the county name.
PRECINCT is the precinct name.
ORDER is the code.
HINDINUM is the code. 
CD is the number of the congressional district.

Note: you need CTYFIPS, PRECINCT, ORDER, and HINDINUM in order to have unique
identification
